This work aims at enhancing the way performance and compliance are measured.
Legislation and regulation text are complex and are usually prescriptive It becomes very hard to measure compliance against large complex text. I have worked as part of a team that converted regulation text into goal models (or performance models). These models are then fed with Key Performance Indicators that measures the compliance or performance of entities. By using the modeling tool evaluation strategies, we were able to calculate goal model satisfaction at every level. This data is then fed into a Database system were Business Intelligence tools are deployed to generate dashboards that reflect compliance to the originating regulation text.
The implications of this work is that regulatory institutions can focus, not only on compliance, but also on the regulations that affect compliance. The aim is to achieve continuous improvement of compliance AND regulations, and to discover patterns of compliance.
